12th September, 1938.

Den Cowell,

Would there, do you think, be any political

objection to my giving my 'distinguished patronage'

as Governor to, or otherwise helping a local collecting

fund in aid of the Medical Relief Commission of the

National Red Cross Society of China? Clark Kerr sent

some papers on this subject to Sir Alexander Cadogan

recently which no doubt he would let you see.

Possibly it might be regarded as a bit

'un-neutral' were I to take any active part in supporting

such a fund: hence this letter, for bothering you with

which I apologise.

H. R. Cowell, Esq., C.M.G.,

Colonial Office,

LONDON, S.W.1.
